Tower Partnership Program

MeshEnvy NCC partners with commercial tower owners and site operators to host mesh repeaters at established communications sites across Nevada. This page describes the rationale for the program, what hosting involves, the risk profile, and the terms of participation.

About the Network

MeshEnvy NCC is a Nevada 501(c)(3) public charity (EIN 41-2583340) building a statewide off-grid text messaging network for public safety, backup communications, and rural connectivity. The network comprises approximately 2,000 nodes maintained by more than 300 volunteers, with a predicted coverage footprint of roughly 8,500 square miles. It carried live traffic through the M5.7 Silver Springs earthquake in April 2026, and partner sites have demonstrated single-hop links exceeding 30 miles.

We operate under cooperating relationships with the U.S. Forest Service, BLM field offices, tribal governments, and regional tower operators including High Sierra Communications and Sierra Electronics. The U.S. Forest Service approved our Peavine Peak installation in May 2026 and waived rental and processing fees in support of Nevada public safety. A current list is on our partners page.

Why We Co-Locate at Tower Sites

MeshEnvy holds land-use authorizations on public land and deploys on undeveloped peaks routinely. Elevation is not the constraint. We pursue tower partnerships because established communications sites, and the operators who run them, provide things that raw terrain does not.

  • Authorized communications footprints. Tower compounds are already designated and permitted for communications use. Co-locating within an existing footprint is frequently the fastest compliant path to coverage, avoiding a separate federal right-of-way process that can take months per site.
  • Site access and security. Graded roads, fencing, and controlled access materially reduce theft, vandalism, and weather exposure compared to equipment on open ground, and they keep sites reachable year-round.
  • Corridor geometry. Commercial tower portfolios track highways and populated corridors, which is where message traffic originates and where public-safety value concentrates. A chain of existing sites along a highway corridor is a backbone plan by construction.
  • Operational presence. Operators and their tenants visit sites on regular maintenance schedules. A hosting partner who can confirm a unit's condition during a routine visit, or relocate it during an already-scheduled climb, reduces our field costs and improves network reliability.
  • Shared stewardship. A statewide emergency communications network should not depend on a single organization. Bringing Nevada's communications industry into the mesh distributes ownership of the infrastructure and aligns it with the companies that already keep the state connected.

What Hosting Involves

Each installation is a single self-contained repeater: radio, solar panel, and battery in one weatherproof enclosure with a small omnidirectional antenna.

  • Mounted on a fence post or perimeter structure with clamp or tie attachments. No penetrations, no permanent modifications.
  • No connection to site power, backhaul, grounding, or rack infrastructure. The unit is electrically isolated from your systems.
  • MeshEnvy personnel perform ground-level work only. We do not climb towers, enter equipment shelters, or access racks. Escort and access-control policies are respected at every visit.
  • Under our Fence to Tower practice, relocation onto the tower itself happens only if your crew elects to move the unit during a climb you have already scheduled. It is an option available to you, not a request from us.

Risk Profile

We recognize that hosting decisions are made by people responsible for uptime, tenant relationships, insurance, and liability. The program is structured so that each of those concerns has a concrete answer.

  • RF interference. Our devices transmit at approximately 125 milliwatts in the license-free 902 to 928 MHz ISM band. Licensed microwave, land mobile, and broadcast services operate in different bands at far higher power. There is no physical or electrical connection between our equipment and yours, and no shared grounding path. If any concern arises, every node can be shut down remotely over the mesh without a site visit.
  • Downtime. Because the unit is electrically and physically isolated from site systems, it cannot cause an outage of your equipment or your tenants' equipment. If site work ever requires temporary removal, the unit detaches in minutes.
  • Structural loading. Fence and perimeter mounts place no load on the tower. If your crew elects to move a unit onto the structure, the device and antenna together weigh a few pounds and mount with standard hardware at your discretion and under your engineering judgment.
  • Liability and insurance. All MeshEnvy work is performed at ground level by our own personnel. We expect to operate under a written site access agreement and will work with your legal and risk teams on indemnification and insurance documentation appropriate to the scope of the work.
  • Decommissioning. On request, at any time, we remove all equipment and restore the site to its prior condition. There is no term commitment and no removal cost to you.

Coverage Contribution

Performance Under Incident Conditions

The value of a backup network is established by how it behaves when primary infrastructure fails. The MeshEnvy network has now operated through two major Nevada incidents.

  • Silver Springs earthquake, April 2026. The network carried live traffic through the M5.7 event and its aftermath, providing message paths while conventional systems were stressed.
  • Bug/Stallion fire, August 2026. Cellular and radio tower sites in the affected area went down from power outages, grid cuts, and fire damage. MeshEnvy's solar-powered nodes continued routing traffic throughout the incident because they depend on no grid power and no backhaul. One node took a direct aerial water drop and continued routing traffic.

These events are documented, site-specific, and attributable. When a hosted node carries traffic through an incident, that record attaches to the site that hosted it. Partners gain a verifiable account of their infrastructure supporting emergency communications under real conditions, the kind of story that cannot be purchased or manufactured after the fact.

Benefits to the Site Operator

  • Participation in Nevada public safety. Hosted sites become part of the statewide network that serves rural communities, first responders, and travelers when cellular and broadband are unavailable, overloaded, or out of range. This is concrete, verifiable community benefit tied to specific sites in your portfolio.
  • Corporate social responsibility reporting. Donated site access is quantifiable in-kind support of a 501(c)(3) public-safety mission and is suitable for community-benefit and CSR disclosures. Across a large portfolio, the aggregate figure is substantial.
  • Public recognition. Hosting partners are listed on meshenvy.org and credited in deployment announcements. Funding partners are additionally named in briefings with county emergency managers, tribal governments, and land management agencies.
  • Tenant value. Tenants with field assets near your sites can use the mesh to move telemetry and messages from equipment beyond cellular coverage. Mesh availability becomes an additional characteristic of your sites.

Financial Participation and Tax Treatment

MeshEnvy funds construction and maintenance through member donations, and we build on donated space at no cost to the host. Operators who wish to participate financially can do so through an annual contribution of $1,000 per hosted site, which covers equipment, installation labor, and ongoing maintenance for the nodes on their portfolio.

  • Cash contributions to a 501(c)(3) public charity are generally tax-deductible to the extent allowed by law. MeshEnvy provides written acknowledgment for every contribution.
  • Donated site access generally does not qualify for a charitable deduction under the partial-interest rules, but it is quantifiable in-kind support appropriate for community-benefit reporting. Consult your tax advisor on treatment for your situation.

Pilot Structure

Every partnership begins with a 90-day pilot on sites the operator approves.

  1. Installation. MeshEnvy installs at the approved sites, at ground level, in accordance with your access requirements. No operator labor is required.
  2. Evaluation period. We monitor coverage, link reliability, and traffic for 90 days and share the results with your team.
  3. Review. At day 90, we review jointly and decide together: expand to additional sites, adjust placements, relocate units to tower during your scheduled climbs, or remove all equipment and restore the sites to prior condition.
